Filipino Minors Traveling Abroad: Online-Only Travel Clearance Now Mandatory

Starting February 19, 2025, the Philippine Department of Social Welfare and Development (DSWD) has implemented a new requirement for Filipino minors who intend to travel outside the country. Applications for Travel Clearance must now be submitted exclusively through the online system at:

What Is Travel Clearance?

Travel Clearance is an official document issued by the DSWD that allows Filipino minors under 18 years old to travel abroad without their parents or legal guardians. It ensures that the child is traveling with proper consent, for legitimate reasons, and under safe arrangements.

Minors require Travel Clearance if they are:

Traveling alone
Traveling with someone other than their parent or legal guardian
(e.g., relatives, family friends, tour groups)

What Changed in 2025?

Previously, travel clearance applications could be submitted at DSWD offices. Now, all requests must be lodged through the centralized online platform:
